Putin’s Double Genocide Двойной геноцид Путина
The crimes Russia is committing against Ukraine are now extensively documented. But a second, quieter atrocity is unfolding inside Russia’s own borders—one that historians may ultimately record as a genocide of the Kremlin’s own colonised peoples.

The atrocities Russia has committed against Ukraine are by now extensively documented. The mass graves at Bucha, the abduction of Ukrainian children, the systematic bombing of civilian infrastructure, and the ICC arrest warrant for Vladimir Putin himself—these crimes have been reported by every major news organisation on earth and investigated by the United Nations, the International Criminal Court, and dozens of governments. The world broadly understands what Russia is doing to Ukraine, even if it has not yet found the collective will to stop it. But there is a second story—one that has received far less attention, and which may, when the dust finally settles, force historians to speak not of one genocide, but of two.

While Putin wages his war of destruction abroad, he is simultaneously consuming his own people—and not randomly. The Kremlin directs the machinery of war with cold precision that spares the ethnic Russian heartland of Moscow and St. Petersburg while systematically destroying those it has always regarded as expendable: its ethnic minorities, its sick, its disabled, and its imprisoned.

The scale of what is happening inside Russia’s own borders is so severe that serious scholars and advocacy organisations are now using the language of genocide—not merely atrocity, not merely injustice, but the deliberate destruction of peoples.

The numbers tell the story with brutal clarity. Buryatia—a republic of fewer than one million people in Russia’s Far East—has suffered 252 combat deaths per 100,000 residents since February 2022. Moscow, a city of 13 million, has lost just 9.2 soldiers per 100,000. That means a young man from Buryatia is approximately 27 times more likely to die in Putin’s war than a young man from Moscow.

This is not a coincidence of geography or economics. It is policy. By disproportionately conscripting from Russia’s ethnic periphery, the Kremlin minimises political unrest in the cities that matter to it, while quietly destroying communities that do not. Researchers have described the resulting pattern as a “racialised conscription system.”

The Buryats, a Mongolic people native to southeastern Siberia, account for 1.16% of all identified Russian casualties despite comprising just 0.3% of Russia’s population. The Chukchi and other indigenous peoples of Russia’s Arctic region make up 0.09% of war casualties while their entire global population stands at barely 17,000 people. For communities this small, these losses are not tragic—they are existential.

Maria Vyushkova, a Buryat scientist and co-founder of the Free Buryatia Foundation, has put it plainly: “This is a terrible tragedy that no one is talking about. In one generation, these nations will simply disappear.”

These are not merely remote, impoverished Russians. Many of these peoples were absorbed into the Russian Empire and later the Soviet Union by conquest. They had—and in some cases still have—their own languages, religions, traditions, and national identities. The Buryats are Mongolian in culture and heritage. The Tuvans have historical connections to Central Asia and Tibet. The Nenets, Yakuts, and dozens of other indigenous Arctic groups are among the world’s oldest surviving peoples.

As Russia’s losses have mounted—British military intelligence estimated more than 1.1 million Russian casualties by 2025, including 332,000 in that year alone—the Kremlin has reached further into the margins of its own society. Ukrainian intelligence documented at least five cases of men with severe mental disabilities pressed into frontline combat. Among them: Semyon Karmanov, 27, declared intellectually disabled as a child, reclassified as fit by a prison medical commission, deployed, and killed. A Ukrainian officer described the Kremlin’s logic: “Every soldier is a tool to acquire land or die trying. The Kremlin doesn’t view its infantry as humans but chattels.”

To understand what is happening, it helps to remember what Russia actually is. The Russian Federation is not a nation-state. It is the remnant of an empire built through centuries of conquest—by the Tsars across Siberia and Central Asia, then perpetuated by the Soviets. Within its borders live an estimated 190 ethnic minorities. Dozens of these peoples were not willing members of a civic union. They were conquered, colonised, and absorbed.

For generations, their languages were suppressed, their political autonomy circumscribed, and their economic resources extracted. A 2018 Russian federal law stripped schools in ethnic republics of the requirement to teach local languages. Activists who campaign for minority rights face charges of extremism, separatism, and terrorism.

The formal legal threshold for genocide under the 1948 UN Convention requires proof of intent to destroy, in whole or in part, a national, ethnical, racial, or religious group. That threshold has already been reached, in the judgement of the ICC, the UN, and the Parliamentary Assembly of the Council of Europe, with respect to Ukraine.

Whether the systematic destruction of Russia’s own colonised minorities meets that same threshold remains a matter of ongoing legal analysis. But the building blocks are present: peoples with distinct national identities, conquered by empire, being conscripted at rates that threaten their demographic survival, while cultural institutions that sustain their identity are simultaneously dismantled.

What is already beyond reasonable doubt: Putin’s Russia is not a state at war with a neighbour. It is an empire engaged in multiple acts of destruction—against the people next door, and against the peoples within. The ethnic Russian elite of Moscow and St. Petersburg will endure this war largely intact. The Buryats, the Tuvans, the Nenets, the Kalmyks, the mentally ill, the imprisoned, and the poor may not.
То, что уже не вызывает разумных сомнений: Россия Путина—это не государство, воюющее с соседом. Это империя, вершащая акты уничтожения—против народа по ту сторону границы и против народов внутри. Этнически русская элита Москвы и Санкт-Петербурга переживёт эту войну практически нетронутой. Буряты, тувинцы, ненцы, калмыки, душевнобольные, заключённые и бедные—возможно, нет.
History will have to decide what to call that.

The term “genocide” is used in its precise legal sense under the 1948 UN Genocide Convention, referencing specific findings by the ICC and UN bodies, not as rhetorical hyperbole. Where the formal legal threshold has not been reached, the terms “war crimes” and “crimes against humanity” are used as established by applicable international investigations. The question of whether Russia’s treatment of its own ethnic minorities constitutes genocide is a matter of active scholarly and legal discussion, not settled law.
Термин «геноцид» используется в его точном правовом смысле согласно Конвенции ООН о геноциде 1948 года со ссылкой на конкретные выводы МУС и органов ООН, а не как риторическое преувеличение.
